"Penelope" by gershonv on DeviantArt
The image above is a picture of Penelope Cruz, using a digital art style, called vexel. Vexel is one of my favorite types of digital art because looking afar, it almost looks like a real photograph but when the viewer takes a closer look, they can see all the different layers of tone and color used to compile this image.
Follow the link to the actual size of the image and the view can see the actual tonal ranges from the lightest part of the image to the darkest. Take the arm for example. Where the light is directed, that area is the lightest and vice versa. Each shade of her skin color eventually darkens with a new layer. The artist purposely made the tonal range of this image to be low because that is the purpose of this type of art so each layer can be viewed separately. This piece of artwork was designed directly with the light thus the light areas and the dark areas. Even the hair shows different tones (if it was closer to the front, it'd be lighter, if it was closer to the back, it'd be darker).
The color in the artwork above remains consistent, using hues of brown and earthy colors. However, the background is green, which indicates to the viewer that the person is a separate object from the background. Other than the background, the color scheme of the artwork is somewhat monochromatic and simple colors that are not busy and distracts the eyes.
